Balancing Policy with Judgment:
The Alignment between Workplaces and Classrooms

If policy isn't the end-all-be-all of healthy organizations, what else do we need to equip ourselves with?

From today’s teacher,

CHRISTINA MORAN, Ph.D.

We are excited to welcome Christina Moran, Ph.D. as this week's guest writer for Mini Lessons! Dr. Christina Moran is an award-winning licensed psychologist and expert on creating sustainable behavioral change, helping people and organizations turn insight into lasting results. An evidence-based thought leader, Dr. Moran's research has been published in a number of top-tier peer-reviewed journals as well as Harvard Business Review. Christina teaches at John Carroll University and is the founder of Acusights Solutions—a people operations consultancy.

Today, Christina lends actionable insight into how to incorporate the classic, often infamous teaching framework of classroom rules and norms into organizational settings. Oftentimes, the preconception about rules and norms is that clear policies and relentless enforcement are what lead to success. (Ever heard a teacher dismissively say, "It's on the syllabus"?) Well, more thoughtful approaches to rules and norms are a bit trickier, more subjective—and certainty more rewarding. So, we hope you enjoy Dr. Moran's insights into how healthy policies are just part of the equation for healthy organizations.

In any organization or classroom, policies or “classroom rules” are essential. They provide structure, ensure fairness, and guide decisions. But in close-knit teams, following policy to the letter, without space for human judgment, can sometimes do more harm than good. This is where leadership plays a vital role.

Policy Is a Framework

Small workplaces run on trust, flexibility, and personal accountability. And while consistency matters, rigidly applying rules in every situation can leave people feeling unseen or undervalued. Real life often doesn’t fit neatly within policy.

Take, for example, a team member who shows up consistently, works hard, and rarely asks for time off. One day, they request to leave early due to an unexpected family emergency. A strict attendance policy might say “no last-minute schedule changes,” but a thoughtful leader understands the context and makes an exception without undermining the policy itself. That small moment of judgment strengthens trust, loyalty, and morale far more than enforcing the rule ever could.

Judgment Is a Key Factor in Transformational Leadership

Even the best policies and plans cannot account for every situation that may arise. Interpretation is necessary, and leaders shape how policies are interpreted. When they respond with both clarity and compassion—upholding standards while making room for discretion—they set a powerful tone: one where fairness includes context, and people feel supported as the first response.

This isn’t about playing favorites. It’s about recognizing that effective leadership isn’t just about enforcing the rules—it’s about knowing when the situation calls for flexibility and critical judgment beyond the rule or policy. It’s also about putting humanity first, and using a policy as a guide versus a rigid mandate.

Guiding Policy + Refined Judgment = Balanced Decision-Making

In the long run, policies provide the framework. Leadership brings that framework to life with empathy, wisdom, and the courage to act on judgment when it matters most. That balance can be the difference between a culture that feels short-sighted and one that feels aligned with the larger vision.
